A New Approach to Hybrid Threat Analysis Presented at the Conference on European Security

Fabio Iguavita Duarte from the Strategic Infrastructure Security team represented UCEEB at the Conference on European Security, held on 11–12 June 2026 at Stockholm University and organised by the European Initiative for Security Studies (EISS) and COST Action NetSec.

In his presentation, Vectorial Analysis of Hybrid Threats: Directionality, Interaction, and Systemic Effects, he introduced a new analytical tool for modelling the interactions between hybrid threats. The approach is applicable in both research and operational practice, including critical infrastructure vulnerability assessment, security analysis, and the design of tabletop exercises (TTX) and simulation scenarios. The expert discussion following the presentation provided valuable feedback that will contribute to the further development of the methodology.

The conference programme confirmed that the key topics in contemporary European security research include cybersecurity, digital sovereignty, the application of artificial intelligence, quantum-resilient architectures, and the geopolitical dimensions of cyberspace. These areas are closely aligned with UCEEB's research on the resilience and protection of strategic infrastructure. One of the outcomes of the conference was the submission of an official application to join COST Action NetSec, a network connecting European institutions working in cybersecurity, information operations, and cognitive warfare. Membership in the network will provide the team with new opportunities for international collaboration and research mobility.

The conference took place in Stockholm, whose importance as a centre of European security policy has grown significantly in recent years following Sweden's accession to NATO. Participating in this environment provided the UCEEB team with a valuable opportunity to establish new professional contacts and discuss current challenges in strategic infrastructure security with leading European experts.
