The project responds to the priority research target 'Energy Efficiency in Public Procurement.' Its objective is to create a unified and transparent public procurement methodology that enhances the role of energy efficiency and greenhouse gas reduction in building renovations, new construction, and technology procurement (e.g., photovoltaics, heat pumps). The methodology will provide legal and methodological support to municipalities and subsidized contracting authorities. It will enable them to better define qualitative criteria—such as efficiency parameters and embodied carbon—while offering greater legal certainty when applying the duty of due managerial care. The proposed approach will be validated in cooperation with municipalities (e.g., the Union of Towns and Municipalities of the Czech Republic) through interviews, focus groups, and workshops. The project outputs will include a research report and a case study assessing the impact on towns and municipalities.
