Fabio joined the Cybersecurity for Energy team in October 2025 as a Strategic Intelligence Analyst. He brings a layered understanding
of geopolitical shifts, hybrid threats, and crisis dynamics to the team’s scenario modelling. He previously worked for the
Ministry of Science, Technology and Innovation and has first-hand experience in Colombia’s oil and energy sector, including
exposure to physical attacks on critical infrastructure.
Alongside his work at UCEEB, Fabio lectures on Geopolitics and Contemporary Latin America at Charles University and has presented
at leading international conferences such as ECPR, CEEISA, ISA, and CES. His teaching and research connect contemporary security
issues, spatial analysis, and technology policy to support the team’s development of resilience strategies.
He is concluding his Ph.D. in Political Science at Charles University and holds a Master’s in Geography – IDS (with honours)
from Palacký University Olomouc, and a Bachelor’s in International Relations from Universidad del Rosario, Colombia, where
he also completed specialized training in Global Terrorism, and Cybersecurity.
