The aim of the project is to improve regional development programs in the field of renovation and construction of energy-efficient buildings, district heating and other ways of urban renewal bringing reduction of CO2 emissions. The main outputs of the project will be diagnostic reports on strategies and tools for low-carbon municipalities, guides to methodology and best practices, brief reports on regional policy and regional action plans.
