The project aims to demonstrate and verify the technical and socio-economic parameters of energy-plus systems integrated at the level of city districts. The project will focus on the systems of functional and repeatable solutions needed for the transition to a carbon-neutral and resource-efficient economy with a focus on citizen involvement.

SPARCS mediates the active role of buildings in the energy market, thereby supporting the creation of new services and developing the concept of a virtual power plant to create virtual positive energy communities (VirtualPositiveEnergy communities). This opens up a more democratic playground for energy, where energy-plus neighborhoods can exchange energy with organizations that lie outside the physical boundaries of the neighborhood. Seven cities will demonstrate more than a hundred activities that will transform blocks of buildings and neighborhoods into so-called energy prosumers. The impact of the project affects the area of economic growth, improvement of the quality of life and generates environmental benefits on the way to fulfilling the European Commission's framework for climate and energy, the SET Plan strategy and the goals of sustainable development according to the UN.

SPARCS connects residents, companies, research organizations, urban planning experts and decision-makers to co-create carbon-free, inclusive societies. The city leaders of Espoo (FI) and Leipzig (DE) are carrying out large demonstrations. Their followers are Reykjavík (IS), Maia (PT), Lvov (UA), Kifissia (EL) and Kladno (CZ), which learn from their solutions and transfer them to their conditions.
